					<description>That's quite common for affiliate network to use that approach. Personally, I never start promoting anything until they approve me. When I come to think of it, this may be the reason some programs take a month or two before they approve you.</description>

I guess PayPal return the funds to the merchant's account after 30 days and they consider it *their* money from that point. Nice. I hope you didn't lose too much. :(

Well that's how I read it, but you might have a different opinion of what this line means:
